• Examine participation and availability of small businesses, as well
as person of color (POC)-, woman-, veteran-, and LGBTQ-owned
businesses in Clark County for LAS and RTC contracting
• Assess conditions for POC- and woman-owned businesses in Clark
County
• Provide recommendations for how LAS and RTC might provide
more equitable opportunities for small businesses, as well as

The disparity study team will conduct telephone surveys between March
and August 2023. Davis Research will be conducting those surveys on
behalf of the BBC project team.
Who might be called?

Businesses that have worked
with the Harry Reid International Airport
(LAS) or the Regional Transportation Commission
of Southern Nevada (RTC) or provide services
related to construction, professional services,
transit services, and non-professional services,
goods, and supplies. Not all local businesses
will be called.

● RGMA: Determined the relevant geographic market area
for the study – where are businesses coming from,
geographically, to compete for and perform work on LAS
and RTC contracts?
● Program & Policy Review: Collected program and
policy manuals from LAS & RTC and began review of
agency policies
● Legal Analysis: Held consultation between study legal
consultant, Holland & Knight, and LAS and RTC and began

● Data Analysis: Study team will continue data analysis
through October 2023
● Business Surveys: Study team will launch business survey
process
● In-Depth Interviews: Study team will begin conducting in-
depth interviews with business owners in the Southern

As part of the study, the project team will conduct surveys with
businesses in Southern Nevada between March and August 2023.
Types of Surveys
● Availability surveys – Is a business ready, willing, and able to
conduct work with LAS and/or RTC?
● Utilization surveys – For businesses that received LAS or RTC
contracts within the study period, what is the race, ethnicity,
gender, veteran-status, and LGBTQ+ status of the business

● Provides a way for businesses to provide information about personal
